Fire Extinction for Vessels

The Port Authority is responsible for the port service area, which isdivided into two parts: The water surface and the land area, the latter belonging to the municipal area. Consequently, the Port Authority exercises competence over the matter of fire extinction in the part of the service area that does not belong to the municipal area, in other words, the water surface.

The Royal Legislative Decree 2/2011, of 5th September, by means of which the revised text of the Law of Ports of the State and Merchant Shipping was approved, established in article 106 g) that general port services include, “Emergency control and prevention services under the terms established by the regulation on civil protection, in collaboration with the competent authorities on civil protection, fire prevention, extinction, rescue and the fight against pollution”.

The particular characteristics and risks associated with port activities require coordinated assistance to control and prevent emergencies, especially fire prevention and extinction and ship rescue. The Port Authority currently provides fire extinction services through a cooperation agreement with local government in the form of the S.E.I.S (the Extinction, Intervention and Rescue Service).

Thanks to this agreement, all fire fighters from the Ceuta fire station have been trained in fire extinction for vessels at the Jovellanos centre (Gijón). The CCS (Service Control Centre) coordinates the EMERGENCY teams 24 hours a day.
