Land Transport Inspection Centre  (LTIC)

The Land Transport Inspection Centre(PATT)is a facility that was built by the Port Authority of Ceuta for inspecting goods and was established at the request of the Sub-Directorate General for Foreign Health.

The Transport Inspection Centre is fully operative and was built by virtue of an agreement reached by the Council of Ministers dated 17th February 2006, with the aim of improving foreign health services in the Port of Ceuta.

The Ministry of the Office of the Prime Minister, the Tax Agency and the public entity Ports of the State that reports to the Ministry of Public Works, signedan agreement that ensured that both the Sub-Directorate General for Foreign Health and the Tax Agency would have a space within the port for the reception of goods where border controls and checks authorised by the European Commission could be carried out.

The main aim of the PATT is to speed up the procedures involved in freight trafficking. For this reason, these facilities are used for both Tax Agency and Foreign Health inspection services.

The total cost of these works financed by the Port Authority was 1,813,000 Euros. This amount has been invested in a constructing a new building, which is 1,176 metres square and consists of a ground floor and basement with administrative units, refrigeration chambers, four quays for unloading lorries and a laboratory.

The facilities comply with European regulations and fulfil all the necessary requirements of an inspection centre. They include four quays for unloading: Module 3 is used by Foreign Health only, Module 4 is used by the Customs Authorities, and modules 1 and 2 are for general use.

There is an entrance outside each module for unloading goods.Access from the inside of the building to each module is gained via the “clean” zone (changing rooms and showers), which is connected to the laboratory and the sample collection area. The inspection area, which includes refrigeration chambers for storage, is accessed from here.

Background

On 17th February 2006, the Council of Ministers approved an action plan for improving Foreign Health services. In the same year, the Sub-directorate General for Foreign Health made the provision of facilities for carrying out duties and compliancewith regulations in Designated Points of Import compulsory when handling certain products destined for human consumption.

The measures approved by the Council of Ministers established that all organisations managing the public area where the border inspection points are located(the Port Authority in the case of Ceuta) must finance any modifications and improvements made to the relevant facilities and units as well as their maintenance. Within this framework, the Port Authority and the Ministry of the Prime Minister’s Office signed an agreement so that both the Sub-directorate General for Foreign Health and the Tax Agency could occupy spaces in the public area, in compliance with the afore-mentioned agreement reached by the Council of Ministers.

In 2007, the construction of the PATT was approved by the Port Authority’s Board of Directors.

Similarly, with the aim of facilitating the inspection work of both entities, the Port Authority released an invitation to tender for the stevedoring service in the PATT and the temporary storage service for goods subject to inspection. This service, which is currently linked to port operations, has been won by the company Makerel PATT Ceuta, which began to operate at the end of 2010.
